Wave Lopros and Water Dragon are different encounters, with different elements and available allies. Wave Lopros is the Cave of Waters rescue fight and is weak to Ice. Water Dragon appears later in Old Town and is weak to Lightning.
Lasswell and Nichol stay behind during the Old Town rescue. Move the necessary Lightning and recovery commands onto the characters Rain can actually take forward; an unequipped or absent ally cannot supply the planned spell.
Wave Lopros: clear its prey before Devour
Wave Lopros calls in Azure and Land Snappers, then consumes prey to recover and strengthen itself. Clear the intended meal before the Devour action when possible, then return Ice pressure to the boss.
The snappers have their own affinities: Lightning for Azure Snapper and Wind for Land Snapper. A command that works well on the boss is not automatically the best way to remove every prey target.
Watch the call and meal warnings. If the boss is close to a Stagger, interrupting the dangerous action can create an opening; otherwise prioritize denying the meal instead of tunnelling on its remaining HP.
Water Dragon: rebuild for the reduced party
In Old Town, inspect Rain, Fina and Lid’s available commands before the final eastern rescue objective. A Vision can put Lightning on Rain or Lid while Fina retains recovery and magic protection.
Water Dragon’s Bubble Breath is a major Water attack; watch for its warning and keep Shell or another usable protection option ready. Paralysis can disrupt your next recovery action, so inspect the ailment rather than assuming a queued heal will still occur.
After the rescues
Defeat Wave Lopros, return Luka to Olderion and complete all three purification points before Old Town. After Water Dragon, finish the regrouping scenes and head for Lake Dorr. Leviathan’s story fight has recurring orbs and does not immediately recruit the Esper. The chapter-3 route connects these objectives in order.
