Why is Ozetta’s Wilhelm quest unavailable?

Finish The Call from Beyond and obtain Camille first. Then speak to Ozetta at Zoldaad Castle Plaza to begin O General! My General! The chain is available in the chapter-5 window, but arriving at that chapter alone does not satisfy the prerequisite.

The Camille guide includes the Phantom Train’s passenger investigation, answers and final fight. Make sure that reward sequence has concluded before returning to the plaza.

Where are the investigation objectives?

Visit the southern Zoldaad world-map marker, then the next objective west of Shantotto’s sanctum. These are the two blue objectives described by the route references. Complete both and return to Ozetta in Castle Plaza.

Use the actual quest markers to distinguish the objectives from nearby cave entrances and other optional fights. The named sanctum serves as a landmark; acquiring Shantotto’s Vision is a separate activity.

What do you do inside Weapons Factory?

After reporting to Ozetta, enter Weapons Factory and cross its completed bridge to the marked objective. This is a return visit to a location opened by the chapter-4 story.

If the factory’s controls or story encounters are still blocking access, follow the Weapons Factory progression guide and complete that route before expecting the return marker to be reachable. Finishing a nearby side branch does not replace crossing the central route.

Where do you claim Wilhelm?

Speak to Foxie at Zoldaad Inn after the factory objective. This final report awards the Wilhelm Vision and Magicite Cryst. Ozetta starts and advances the investigation, but the documented last conversation is with Foxie.

Wilhelm is a Sentinel Vision, not an additional party member. Inspect his actual available commands and passives before replacing your current setup. The Vision directory places him alongside other defensive options without assuming that all Sentinel kits are interchangeable.
